Notice of Intent to Adopt a Mitigated Negative Declaration For Monarch Buena Vista Development Project

NOTICE OF INTENT
TO ADOPT A MITIGATED NEGATIVE DECLARATION
FOR A DEVELOPMENT PROJECT

In accordance with Section 15072 of the California Environmental Quality Act Guidelines, NOTICE IS HEREBY GIVEN that the City of Vista (City) has prepared a Mitigated Negative Declaration for the following project:

PC16-0394, Monarch Buena Vista Project

The applicant (Monarch Buena Vista, LLC) seeks approval of a Site Development Plan, Tentative Subdivision Map, and Condominium Housing Permit for the construction of a 179-unit residential development located on 7.98 acres, and a 2.35-acre City-owned and operated flood control detention basin within 5.44 acres of the site. The entire 13.42-acre property (APNs: 176-300-54 & 55) is currently vacant and was previously developed as a mobile home park. It is located at 751‐753 East Vista Way (easterly side of the street), between Civic Center Drive to the south and Townsite Drive to the north, adjacent to Buena Vista Creek. The project site is not listed on any lists enumerated under Section 65962.5 of the California Government Code.

COPIES of the Mitigated Negative Declaration (MND), accompanying Initial Study (IS) and all supporting documents are on file and may be reviewed at the City’s Planning Division counter, 200 Civic Center Drive, in Vista. The MND/IS (only) may be viewed online here. The review period is from September 1 to October 2, 2017.

"MITIGATED NEGATIVE DECLARATION" means that the City has tentatively concluded that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because mitigation measures have been identified and incorporated into this project and agreed to by the project proponent. Therefore, the project would not have a significant effect on the environment.

NOTE: This project has not been approved or denied. It is being reviewed for environmental impacts only. COMMENTS regarding the MND/IS must be made in writing to John Hamilton, Environmental Planner by 5:00 p.m. on October 2, 2017. Please reference PC16-0394 in any correspondence.
